Call for Proposals- Tourism Enterprise Support Facility (TESF)

The Government of Uganda (GoU) received additional financing from the World Bank towards implementation of the Competitiveness and Enterprise Development Project-Additional Financing (CEDP-AF). The Project Development Objective (PDO) is to support measures that facilitate increased private sector investment in the tourism sector and also strengthen effectiveness of the land administration system.

GoU represented by Ministry of Finance, Planning and Economic Development (MoFPED) delegated the overall coordination of CEDP to Private Sector Foundation Uganda (PSFU).

GoU intends to apply part of the CEDP funds towards financing a Tourism Enterprise Support Facility (TESF) to provide matching grants to eligible private sector Tourism enterprises. TESF will support the recovery of eligible tourism enterprises from the effects occasioned by the outbreak of COVID-19 pandemic and enable them to become more resilient.

TESF is open to ALL private TOURISM enterprises and associations which fulfill the following conditions:

  1. Duly registered and operating under the laws of Uganda
  2. Having been operational in the Uganda Tourism Sector for a minimum of two (2) years
  3. Privately owned and not partially or controlled by Government.
  4. Is a member of an industry association and or licensed by the Uganda Tourism Board.
  5. Demonstrated capacity to contribute 20% to match the TESF support

Eligible activities for support include but are not limited to:

  1. Marketing and promotion
  2. New Tourism Product Development
  3. Adoption of new technologies

Ineligible activities

Activities related or involving:

  1. Alcohol, tobacco and weapons
  2. Gambling
  3. Capital and operational expenses are ineligible for support

Grant Size

Eligible enterprises may access a cumulative grant amount not exceeding USD 100,000 (Reads: United States dollars One hundred thousand only) during the project lifetime and subject to availability of funds.

PSFU now invites eligible Private Tourism enterprises to submit proposals requesting for support under CEDP/TESF.

• Hand delivered applications are NOT allowed.

Submission deadline

Complete Applications must be submitted online not later than November 30, 2022.

Disqualification

Applicants may be disqualified from the process if among others they:

  1. Mis-represent information
  2. Are involved in lobbying and influence peddling
  3. Are involved in acts of fraud and corruption
  4. Are Non-compliant with Environmental and Social Safe guard policies

Please Note:

  1. An Enterprise can only apply for one activity per call
    1. Incomplete submissions will not be evaluated
