Elijah Tugume
Position: Financial Management Specialist

Elijah is the Financial Management Specialist (FMS) for the Competitiveness and Enterprise Development Project (CEDP) under Private Sector Foundation Uganda (PSFU). He joined the CEDP in 2014.
Prior to that Elijah worked with Ministry of Finance Planning and Economic Development (MoFPED) for the Financial Management and Accountability Programme (FINMAP) and Economic and Financial Management Project (EFMP), where he was Programme Finance Manager for Government of Uganda (GOU) projects funded by World Bank and Basket Fund Donors including DFiD, KWF, EU, Finland, Sweden, Denmark, Ireland etc.
He was part of the team that supported the implementation of financial management and economic reforms in Government including Integrated Financial Management System (IFMS), Macro Economic Model (MEM) and enabling legal framework.
At CEDP Elijah supports financial management and accountability of CEDP and SDF projects at PSFU and over time has trained personnel in the Accounts unit in financial accounting and reporting.
Elijah has a Bachelor of Commerce Degree and Masters of Business Administration from Makerere University, he has also attained training in short courses to enhance skills in financial management, project and contract management, IT, Procurement and Auditing.
Elijah is a Certified Public Accountant (CPA) and Fellow of the Association of Chartered Certified Accountants (FCCA). He also holds membership in both the Institute of Public Accountants of Uganda (ICPAU) and the Association of Chartered Certified Accountants (ACCA).
Stella Kanyike
Position: Communication Specialist

Stella Kanyike has been appointed Communication Specialist for the Competitiveness and Enterprise Development Project (CEDP) – a Government of Uganda/World Bank funded project coordinated by the Private Sector Foundation Uganda (PSFU).
Stella is a seasoned Communications professional with a diverse background spanning the private, public and development sectors having previously worked with Lowe Scanad Uganda, Uganda Health Marketing Group on the USAID Communication for Healthy Communities Project and Uganda Development Bank Ltd.
Over the course of her career, she has spearheaded the development and implementation of successful communication initiatives, most notably campaigns drawn from her background in Advertising. She has demonstrated leadership expertise and has built and mentored robust teams of professionals in previous leadership roles.
She brings a wealth of experience in Strategic Communication, Stakeholder Engagement and Management, Media Relations, Events Management and Project Management.
Stella has a passion for social impact and is actively involved in various programmes seeking to empower and educate girls and young women.
She has a Bachelor’s Degree in Mass Communication from Makerere University and a professional diploma in Communication, Advertising and Marketing (CAM) from the Chartered Institute of Marketing-UK where she also holds membership.
Susan L. Namuli
Position: Monitoring and Evaluation Specialist

Susan Lilian Nimuli has been appointed Monitoring and Evaluation Specialist for the Competiveness and Enterprise Development Project-Additional Financing (CEDP-AF), a Government of Uganda/World Bank funded project coordinated by the Private Sector Foundation Uganda (PSFU).
She is a Monitoring and Evaluation practitioner with over 15 years’ of practical experience in Monitoring and Evaluation work including routine monitoring of project implementations, developing M&E systems for both Government and Non-Government Organizations, designing and managing research, baseline surveys, evaluations, setting up systems for data quality assurance (DQA), organizational systems strengthening and analytical reporting.
Over the years, Susan has developed and implemented new systems that increase organisational efficiency through identification of opportunities and taking full advantage of the best practices. She cherishes a forward-thinking approach to issues, believes in team-based approaches, results-oriented, merit-based systems and principles.
She is people-oriented and with vast interest in wildlife protection and conservation. She previously worked as a Monitoring and Evaluation Manager at Uganda Wildlife Authority (UWA), Design Monitoring and Evaluation Specialist (DM&E), Program Coordinator (PC) and Community Development Facilitator (CDF) at World Vision Uganda (WVU).
She is an active member of the Uganda Evaluation Association (UEA), Africa evaluation association (AFRea) and a member on the National Monitoring & Evaluation Working Group (NMEWG).
Susan has a Bachelor of Arts degree in Social Sciences from Makerere University and a Master’s degree in Monitoring and Evaluation from Uganda Technology and Management University (UTAMU). She also has certificates in Project Management and Finance Management for non-financial managers from Uganda Management Institute (UMI).
Jerome K. Mugondi
Position: Environmental Social Safeguards Specialist

Jerome Kapel Mugondi has been appointed Environmental Social Safeguards Specialist for the Competitiveness and Enterprise Development Project (CEDP) – a Government of Uganda/ World Bank funded project coordinated by the Private Sector Foundation Uganda (PSFU).
Jerome is a seasoned Environmental and Social professional with a wide range of experience in both private and public sector development projects. He has previously worked with New Forests Company, NewPlan Limited, Huawei Technologies (Uganda) Limited and Mota-Engil Africa.
Over the course of his career, he has carried out several Environmental and Social studies including Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs) and Resettlement Action Plans (RAPs). He has also been involved in Environment and Social Audits, Environmental and social monitoring of various projects in different sectors including forestry, oil and gas, roads, airports, hydropower and transmission lines and communication infrastructure projects. He also has experience in supervising Environmental and Social aspects in the construction industry.
Jerome brings valuable experience in management of Environmental, Social, Occupational Health and Safety aspects in implementation and management of Projects.
He has a deep passion for environment preservation and is actively involved in various programmes seeking to raise awareness about climate change in Uganda.
He has a Bachelor’s Degree in Community Forestry from Makerere University and a Master’s Degree in Environment and Natural Resources from Makerere University. He also holds a Professional Certificate in Project Management (PRINCE2) from APMG International and a certificate in International Water Law and the Law of Transboundary Aquifers from the University of Geneva.
Ivan John Kakooza
Position: Business Advisor Tourism

Ivan has been re-appointed Business Advisor, Tourism for the Competiveness and Enterprise Development Project-Additional Financing (CEDP-AF), a Government of Uganda/World Bank funded project coordinated by the Private Sector Foundation Uganda (PSFU).
He is an experienced business leader, sustainable tourism expert, tourism business development advisor, tour operator and tourism management & marketing expert, with a successful record of advisory services and execution on local and international tourism projects in the public and private sector.
Ivan has a demonstrable track record in starting, transforming and growing tourism businesses in Uganda and across Africa. Particular strengths in tourism strategy, marketing, business development, governance, risk management & internal controls, performance management and people building.
He is passionate about tourism, wildlife and conservation and has previously served as Business Advisor, Tourism under the Matching Grant Facility, a component under the Competitiveness and Enterprise Development Project funded by the World Bank and Government of Uganda, an External Evaluator under the Skills Development Facility Project also funded by the World Bank, Director Business Development at the Chimpanzee Sanctuary and Wildlife Trust (CSWCT), Marketing Manager at Uganda Wildlife Authority (UWA) and Real Africa Adventures, as General Manager.
He continues to live out his passion for tourism as Managing Director for Fravan Safaris Limited and has consulted widely on tourism strategy for various organizations such as Uganda Tourism Board and Uganda Tourism Association. Ivan sits on Boards of Directors of various institutions both in the tourism sector and other strategic sectors.
He has a Bachelor’s Degree in Tourism from Makerere University, a Master’s in Business Administration (MBA), Marketing Management from the University of Pune, India and over 15 years’ expertise and experience in sustainable tourism management, strategic marketing and tourism consultancy.
Joseph M. Lubega
Position: Internal Auditor
Categories: Management Team
He is a Certified Public Accountant of Kenya and Uganda, and holds a Masters of Science degree in Accounting & Finance from Makerere University. Joseph is also a Certified Information System Auditor (CISA) from the ISACA International.
Joseph brings to the project over 20 years’ experience in undertaking internal audit and provides business advisory services by ensuring corporate governance and internal control processes are working effectively in managing key risks that may impact the project’s operations and reducing the risk exposure to acceptable level commensurate with the risk appetite.
Prior to joining the project, Joseph was the Head Internal Audit Uganda Martyrs University and an Internal Auditor with Uganda Revenue Authority.
